Lim orders arrest of 10 cops over Koreans' kidnap
MANILA, Philippines - Manila Mayor Alfredo Lim has ordered the arrest of 10 city police officers who have been accused of kidnapping, extortion, and planting of evidence by 4 South Koreans.
Lim also ordered the Manila Police District to dissolve its anti-narcotics units in police stations.
Four of the 10 police officers involved in the alleged incident are Senior Insp. Glenn Gonzales, Police Officer 2 Jolly Alyagan, PO2 Richard Sibayan and PO1 George Burabo.
Six other police officers involved have yet to be identified.
The police officers have not reported to work since the incident, which happened February 14.
Two Koreans who work as tour guides -- Choi Jang-tae and Gil Il-bang, alias Tom -- are also suspects in the case.
The victims, Kim Youn-ho, Nam Sang-jik, Do Wan-kuk, and Lee Byung-Soup, were accompanied by their families in filing a complaint against the suspects before South Korean consul-general Jung Soon-chul.
The victims said they were at the Diamond Hotel on February 14 and were preparing for their trip back to South Korea when they were invited by their tour guide Choi to go shopping.
They were walking toward a mall when they were accosted by 3 men who alighted from a van.
The men, who had guns, ordered them to get inside the van.
The victims said the van traveled for around 20 minutes before they were told that they were being arrested for marijuana possession.
The suspects then alleged asked the South Koreans to give them $30,000 in exchange for their freedom.
Another Korean, identified as Gil, facilitated the transfer of money from Shin Woo Money changer from the Hana Bank in South Korea.
