ANGELES CITY -- At least nine immigration officers and confidential agents have asked Bureau of Immigration (BI) Commissioner Siegfred Mison to relieve the Alien Control Officer (ACO) of the bureau's field office here in connection with alleged irregular visa processing of Chinese nationals at Clark Freeport.

최소 9명의 이민국 관리와 비밀요원이 이민국 감독관 시에그프레드 미숀에게 클락 경제특구지역내 중국인들의 비정기적 비자 프로세싱에 연관된 앙겔레스 이민국 분소의 국인통제관을 해임하라고 요청했다.

 

In a letter dated November 19, 2015, the immigration officers also requested Mison to subject Janice Christine de Jesus-Corres, Chief and Alien Control Officer of BI Angeles Field Office, for an investigation “over suspicious Chinese nationals whose visas are being extended by their office.”

The BI officers include Michael Vincent Dizon, Argentina Lacanlale, Lailanie Mercado, Marco Dayan, Lyka Marie Aguirre, Myra Santiago, Roderick Rodriguez, Lerma Arbitrario, and Romeo Quizon.

이민국 관리들은 디죤, 라칼랄레, 메르카도, 다얀, 아귀레, 산티아고, 로드리게즈, 알비트라리오, 퀘존을 포함시켰다.

 

"We are cognizant of the existing BI memorandum directing our office to afford leniency in the extension of tourist visas forwarded to us by the Fontana Leisure Estate, a company operating inside Clarkfield, Pampanga. However, we are in the suspicion that such privilege is being abused to the disadvantage of the Philippine government by individuals who are using the name of Fontana Leisure Estate for their personal gains," the BI officers complained.

팜팡가주 클락필드 내에 운영중인 폰타나 회사가 앙겔레스 이민국에 요청한 관광비자 연장이 좀 물렁하게 되고 있다는 것을 이민국 공문에서 보여주고 있다. 그러나 우리는 개인의 이익을 위해 폰타나 이름을 이용하는 사람들에 때문에 이러한 특권이 남용되어 필리핀 정부에 위해가 된다는 혐의를 받고 있다. 고 항변했다.

 

Corres allegedly approves applications with insufficient documents and that the Chinese nationals are not appearing before the field office.

코레스 국장의 혐의는 불충분한 문서 접수와 중국인들은 이민국 사무실에 나타나지 않았는데 승인했다는 것이다.

 

"Corres' spouse, Albert Corres, who works for Fontana Leisure Estate prevalently sends applications for tourist visa extensions without the personal appearances of the foreign applicants and oftentimes with insufficient documentary requirements attached to their application forms," they stated.

코레스국장의 남편 알버트 코레스는 폰타나에서 일하며 주로 관광비자연장 신청서를 종종 신청서에 첨부되어야하는 서류를 다 첨부하지도 않고 외국인 신청자들이 모습을 보이지도 않은 채 보냈다. 고 전했다.

 

“No ifs, no buts so long as the address written in the application form is Fontana Leisure Park, Ms. Corres would hastily approve the applications. Oftentimes only drivers from Fontana are being sent by Mr. Corres to bring passports and payments to Angeles Field Office which is skeptical considering that these are important documents and a large sum of money being entrusted to individuals who are neither liaison officers of Fontana nor are accredited persons by the BI,” the immigration officers added.

신청서에 써있는 주소가 폰타나의 경우는 코레스 국장은 서둘러 신청을 승인했다는 것은 의심의 여지가 없다. 종종 단지 코레스가 보낸 폰타나의 운전기사가 여권과 연장비를 앙겔레스 분소에 가져왔고 이것은 이민국의 허가받은 사람도 아니고 폰타나의 연락관도 아닌 개인이 많은 돈과 중요한 서류를 맡겼다는 것을 생각해보면 회의적이다. 라고 이민국관리는 덧붙쳤다.

 

“Every time applications for extension are lobbied before our office their usual reason is that these will be used in the application of the foreigners' Special Work Permit or Special Clark Working Visas, though they know for a fact that these are beyond our jurisdiction and that these should be processed by the BI Clark One-Stop-Shop,” they said.

비록 신청자들은 외국인으로써 특별노동허가증 또는 특별 클락워킹비자를 신청하는 것이 앙겔레스 이민국의 권한을 넘어서고 클락 이민국에서 진행하는 것이라는 사실을 알지만, 이런 이유로 연장해달라고 신청하는 것이 일반적이다.

 

Corres’ husband accommodates and processes up to 200 Chinese passports per week, according to them. “The volume of Chinese passports that Mr. Albert Corres regularly applies extension for almost every week number from 100 to 200 pieces. Given such volume, it is highly dubious that all passports are indeed from Chinese nationals entitled to the leniency afforded to Fontana Leisure Estate.”

Chinese nationals are “often overstaying aliens” and yet they are given extensions far longer than the regular visa extension periods the BI give, they said.

중국인들은 “종종 오버스테이하는 외국인”이지만 이민국이 주는 정기적 비자연장기간보다 더 길게 연장을 받았다. 라고 말했다.

 

The BI officers claimed that Chinese are considered restricted nationals in the Philippines and they fear being held criminally or administratively liable for failure to properly screen foreigners who were involved in illegal activities or turn out to have violated immigration laws.

“Worse is that ACO Janice Christine de Jesus-Corres immediately orders the issuance of official government receipts to these applicants even without them remitting their payments amid the protests of our cashier who would just accede to Miss Corres' order for fear of verbal reprimand,” they said.

외국인통제관 코레스는 코레스의 질책을 두려워하는 수납원의 항변에도 연장비를 수령하지도 않은채 즉각 정부영수증 발행을 명령했다

 

Corres allegedly orders the processing of Chinese nationals sans appearance, pre-finger printed forms for Immigration Clearance Certificate. “Because of this, we are unable to determine if the required fingerprints on the forms are authentic. This is a clear violation of an Immigration law that states that only authorized BI personnel should take fingerprints from foreign applicants.”

코레스는 ECC과정에서도 중국인의 나타나지 않은데도 이미 지문이 날인된 폼으로 처리를 명령했다. “이것 때문에 우리는 여기에 찍힌 지문이 진짜인지 결정할 수 없었다. 이것은 인가된 이민국 직원이 외국인 신청자의 지문을 찍어야 한다는 이민법의 확실한 위반이다.

 

The ACO is also using his power and position in relation to these irregular processing of visas, according to the complainants.

외국인통제관은 역시나 자신의 권력과 지위를 비자프로세스와 관련하여 이용했다고 고소인들이 말했다.

 

“Corres also wants us to always prioritize Fontana so much so that she pressures the employees to hastily process their applications and she easily blurts out angry demoralizing words to the personnel who would protest against her demand,” the immigration officers claimed.

코레스는 또 우리가 폰타나를 우선순위로 항상 하기를 원했다. 그래서 그들의 신청를 빨리 처리하도록 압력을 행사했다. 그리고 쉽게 그녀의 요구에 항의하려는 직원에게 화난 거친말을 내밷었다고 이민국 직원들이 전했다.

 

“Confidential Agents, particularly, are powerless to go up against her demands even if they are not in favor of her decisions because they fear that she'll recommend that their contracts will not be renewed,” they added.

The BI officers also claimed that Corres allegedly has serious anger management issues or is “psychologically disturbed.” “We are having a hard time to work harmoniously with her. She consistently brags about her supposed "influence" and "connections" with our top officials that she could freely do whatever she wants to.”

Aside from these, the immigration officers disclosed that they received unconfirmed reports that Corres is allegedly a business partner of a travel agency in Barangay Dau, Mabalacat City.

This, they claimed, could be a case of conflict of interest similar with the case of Corrres’ husband who directly transacts business with the BI office where the ACO is an authorized signatory of documents.

이것은 외국인 통제관이 문서의 인가된 서명권자인 이민국에서 사업과 연관된 코레스 남편의 사건과 비슷하게 이익분쟁의 사건이 될 수 있다고 주장했다.

 

“We think that Miss Corres' relief from duties as ACO or transfer to another office will be for the best interest of this office to ensure that she is prevented from influencing the conduct of the investigation,” the BI officers stated.
